A. Bruce Cleveland
President and Chief Executive Officer
Bruce Cleveland is President, CEO and founder of Presidential Bank. At the time of Presidential's organization in 1985, Mr. Cleveland was also the founder, principal owner and CEO of GIT Investment Funds, a group of 13 no-load mutual funds and its affiliated companies, which had been established in 1975 and was acquired by Madison Investment Advisers in 1996 where it was subsequently merged into the Madison Funds. Prior to founding the GIT funds and their related investment activities, Mr. Cleveland was a member of the Corporate Finance Department of Drexel Burnham Lambert in New York City and worked briefly at the Small Business Administration in Washington, DC, with responsibility for industry development in the SBIC industry.
During 1990 and 1991 Mr. Cleveland served as a pro bono consultant to the European Bank for Reconstruction and Development, a multinational development bank based in London, England, of which the United States government is a member. In this role he became a part time adviser to the Privatization Ministry of the Republic of Poland, in support of its mass privatization program to transform substantial numbers of larger state-owned enterprises into privately held companies.
Bruce Cleveland is a graduate of Philips Academy in Andover, Massachusetts, and has a bachelor’s degree in Modern European History, with a minor in Physics, from Harvard College. He also holds a Master’s degree in Business Administration from Harvard Business School, with a concentration in Finance. He served as a junior officer in the U.S. Army Quartermaster Corps from 1967 to 1969, during most of which time he was assigned to the Republic of Vietnam.
Michael J. Carr
Executive Vice President, Mortgage Banking
Michael Carr serves as Executive Vice President of Presidential Bank Mortgage. He has been employed by Presidential Bank since early 2010 and oversees the mortgage production offices in addition to Presidential Bank’s Mortgage management team. With over 30 years of mortgage industry experience Mr. Carr previously served as Regional Manager for one of PNC/National City Mortgage Eastern Regions’ in charge of the mid-Atlantic production offices and operations areas. He has been employed as the President of James Madison Mortgage Company, as well as Vice President of Secondary Marketing for Manufacturers Hanover and Society Mortgage Company.
Mr. Carr holds a BA in Economics and an MBA in Finance from the University of Connecticut.
Robert R. Giraldi
Executive Vice President, Commercial Lending
Robert R. (Rob) Giraldi is Executive Vice President and Senior Lending Officer of Presidential Bank, where he leads the Bank’s commercial lending activities. He also serves on the Bank’s Loan Committee. He has had more than 30 years of commercial banking experience, and has held leadership roles in commercial lending at a number of prominent banks in the Greater Washington area, including Cardinal Bank, Eagle Bank, Mercantile Potomac Bank and Crestar.
Prior to joining Presidential, Mr. Giraldi served as a commercial lending Market Executive and led the business development efforts of a team of lenders, business development officers, and branch managers, with a focus on expanding market share in Maryland and the District of Columbia.
Mr. Giraldi is a life-long resident of the Washington, DC area, and holds a Bachelor of Science and a Master of Business Administration degrees from the University of Maryland, College Park.
Jennifer E. Manning
Senior Vice President, Chief Accounting Officer
Jennifer Manning is Senior Vice President and Chief Accounting Officer of Presidential Bank. Mrs. Manning brings over twenty years of community banking experience to Presidential with a focus on accounting and finance.
Prior to joining Presidential, Mrs. Manning served during her career in roles such as a Chief Accounting Officer, Controller, and Director of Finance and Accounting at various community banks in the Virginia and Washington, D.C. region.
Mrs. Manning leads Presidential Bank’s accounting, compliance and loan servicing departments. Mrs. Manning serves as the Corporate Secretary and is a member of the Bank’s Audit and ALCO Committee.
Jennifer holds a Bachelor of Business Administration in Finance from James Madison University.
Adam Ostrach
Senior Vice President, Chief Credit Officer
Adam Ostrach is Chief Credit Officer of Presidential Bank. Mr. Ostrach's career spans over 40 years of commercial banking experience.
Prior to joining Presidential, Mr. Ostrach was responsible for Atlantic Union Bank’s commercial lending business in the mid-Atlantic area. As part of this responsibility, he managed all of Atlantic
Union’s specialized lending units, as well as its loan syndication business.
Prior to joining Atlantic Union, Mr. Ostrach was Regional Manager of Capital One’s Middle Market banking business for the mid-Atlantic area. He also managed Capital One’s nationwide Government Contracting, Convenience Store and Gas Station lending businesses.
Mr. Ostrach started his banking career in New York, where he held various managerial positions throughout the tri-state area, working primarily for the Bank of New York.
Mr. Ostrach holds a BS from Adelphi University and an MBA from The NYU Stern School of Business.
Steven Reynolds
Senior Vice President, Consumer Banking
Steven Reynolds serves as Senior Vice President for Consumer Banking at Presidential Bank, where he is responsible for oversight of the Bank’s retail deposit operations, local branch banking and internet banking, consumer lending and retail marketing. Mr. Reynolds has over 25 years of experience in the banking industry and consumer lending.
Prior to joining Presidential, Mr. Reynolds held various leadership roles in consumer lending, including serving as the Washington DC Regional Dealer Services Manager for Wells Fargo Bank, and, prior to that role, as a Divisional Manager responsible for 25 loan production branches across the U.S. for a California-based community bank. Steven also was a consultant with PricewaterhouseCoopers LLP in their Consumer Lending Group. He has an extensive background developing and managing retail lending operations, including all aspects of marketing, underwriting, loan acquisitions, funding operations, customer service, loan servicing, collections, loss avoidance and mitigation, collateral disposition and loss recovery.
Mr. Reynolds holds a Bachelor of Arts in Political Science from the University of Cincinnati.
